CHANGE OF VENUE: Plattsburgh City Court Judge Penelope Clute prepares to open a preliminary hearing Tuesday in the new City Courtroom on the U.S. Oval at the former Plattsburgh Air Force Base. City Court was located in City Hall since 1927. The move puts it into a remodeled building that was built as an Army barracks in 1896. More space and improved security were big factors in the move.
